Right to Information Act!

Right to Information Act 2005 is an act to provide for setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of the central information commission and state information commissions and for matters connected therewith or incidental thereto.

WHEREAS the constitution of India has established democratic Republic;
AND WHEREAS democracy requires as informed citizenry and transparency of Information which are vital to its functioning and also to contain corruption and to hold governments and their instrumentalities accountable to the governed;
AND WHEREAS revelation of information in actual practice is likely to conflict with other public interests including efficient operations of the governments, optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information;
AND WHEREAS it is necessary to harmonise these conflict interests while preserving te paramountacy of the democratic ideal
NOW THEREOF, it is expedient to provide for furnishing certain information to citizens who desire to have it.
BE it enacted by parliament.

RRBs have been permitted vide Reserve Bank of India letter no. RPCD.CO.RRB.BC.No.86/03.05.33 (G)/2006-07 dated 03.05.2007 to take up corporate agency business without risk participation for distribution of Insurance products.

Further IRDA has issued new regulations for taking corporate agency vide notification No F.No.IRDAI/Reg/12/102/2015 dated 20.08.2015. As per regulation 1(3), a corporate agent who has been issued a license prior to commencement of these regulations has to seek a fresh certificate of registration to work as a corporate agent by applying to the Authority in accordance with procedure by the Authority in this behalf.

Bank has obtained Composite License certificate No CA0415 from Insurance Regulatory Authority of India (IRDAI) valid Till 31.08.2022 for cross selling Insurance products of Insurance company under Corporate Agency.

Karnataka Grameena Bank is a Public Authority, as per definition of Public Authority in the Right to Information Act, 2005, and thus is under obligation to provide the information to members of public.

Only Citizens of India are eligible for making a request under the RTI Act, 2005. Thus applicant has to give his/her citizen status along with the application.

The request for information has to be made in writing, clearly specifying the information sought under the RTI Act with proper contact details like postal address, telephone number, fax number, email address for contacting back either for clarifications/advices or for providing information.

As per the Rules and Regulations of the RTI Act on FEE and Cost, the request for information needs to be accompanied by an application fee of Rs 10/- by way of cash against proper receipt or by DD /PO Cheque favoring the CPIO, Karnataka Grameena Bank.

The application could be sent by post accompanied by the application fee of Rs.10/- payable by demand draft or bankers’ cheque or Indian Postal Order favouring CPIO, Karnataka Grameena Bank. Further, the fee can be paid by way of cash against the proper original receipt as proof of evidence to be enclosed with application. Please note that photocopy and scanned copy of the is not acceptable.

It is Mandatory to send hard copy of the said application to the concerned CPIO along with the appropriate fee. Only upon receipt of appropriate fee the application will be considered for processing. The period of 30 days shall commence from the date of receipt of proof of proper fee.”

The requests/ applications are to be submitted to the concerned CPIO, within whose jurisdiction the information pertains would be available, if submitted otherwise there could be delay. Hence, to avoid delay, it is advised that the applicant submits the application to the concerned CPIO.

If the applicant decides to make an appeal against the non-response / information provided by the CPIO, the appeal has to be sent / submitted to the concerned First Appellate Authority.

4.1.b.ii The powers and duties of its officers and employees The powers and duties of officers and employees are decided by the Board of Directors and in terms of Service Regulations.
4.1.b.iii The procedure followed in the decision making process, including channels of supervision and accountability Different powers have been delegated by the Board of Directors to the officers at various levels for smooth functioning.
Branches receive applications for credit facilities and recommend to the appropriate sanctioning authority. All credit decisions approved by any sanctioning authority are reported to the next higher authority for control & review purpose.
There is a well-defined organizational structure and clear system of accountability based on RBI / NABARD/Sponsor Bank/CVC guidelines. In order to exercise supervision and fix accountability / responsibility various control measures have been put in place. The system of exercising proper delegation of power and submission of control reports is in place and they are monitored by control officers and through internal inspection.
4.1.b.iv The norms set by it for the discharge of its functions Directions received from Ministry of Finance, Government of India, Reserve Bank of India and NABARD and/or approved by the Board of our Bank are the guiding principles for discharging various functions.
Whether to sanction a loan or not, is the absolute discretion of the concerned sanctioning authority of the Bank and suchdiscretion is exercised, after taking into consideration the relevant facts and circumstances of each case.
4.1.b.v The rules, regulations, instructions, manuals records, held by it or under its control or used by its employees for discharging its functions: Manual of Instructions on all our products, periodical circulars, Hand books, Policy Guidelines etc., is made available to all employees for discharging various functions.These are all meant for internal circulation and cannot be shared with public.However, certain information on Deposit, Loan & otherProducts, scheme guidelines, eligibility etc., are available in our websites.
4.1.b.vi A statement of the categories of documents that are held by it or under its control: Documents, as required under law, rules and regulations, such as, Balance Sheets, record of the staff, licenses obtained from RBI / other competent authorities for opening branches / offices etc., are held by the Bank.

Documents executed by customers / borrowers / guarantors, contracts with Third parties / etc. (These are all private information and of commercial value and cannot be shared with public).
4.1.b.vii The particulars of any arrangement that exists for consultation with or representation by, the members of the Public in relation to the Formulation of its policy or implementation thereof. Bank is inviting suggestions from employees. Good suggestions are being taken into consideration while formulating policies.
Customer meetings are being conducted at regular intervals and suggestions, opinions of public are also considered while formulating policy.
Banks quarterly results and annual results / reports are published in the Banks website periodically. for information of public as well as shareholders which would give an idea about the policies of the bank and implementation thereof.
Board of Directors, which formulates and implements its policy, also includes representatives nominated by Government of India.
As per present arrangement the Board of Directors can raise issues concerning policies & give suggestions in the Board Meetings.

Various committees as per the requirement of the Bank are formed as per the approval of Board or as per the powers delegated by the Board.
Publics are not entitled to participate on the meetings of the Board / Committees and minutes are not accessible to Public.
